The European Central Bank (ECB) plans to introduce the Digital Euro Account Number (DEAN), which will serve as a new account number for the digital euro. This measure is part of a comprehensive strategy to implement the digital euro, which is intended to function as digital central bank money in the euro area. The DEAN is expected to exist alongside the International Bank Account Number (IBAN) and aims to facilitate the identification of payers and payees in digital payment transactions. The DEAN will consist of 18 alphanumeric characters. An immutable prefix "EU" will precede the account number, followed by two check digits for error prevention, an indicator digit that specifies whether it is a personal or business account, and a 13-digit serial number for the unique identification of the account.

Private customers will have one DEAN, while business customers can create multiple DEANs. The ECB describes the purpose of the DEAN as supporting online transactions between private end users. A payer can transfer money to a payee by entering the unique identifier of the recipient into the payment application. These transactions can be conducted remotely, without the need for physical proximity between the parties involved. In addition to the DEAN, payments with the digital euro will also be possible offline.

This will be done via Near Field Communication (NFC), where two devices are held directly together to process a payment. This method does not require an internet connection and is classified as an offline payment. The ECB emphasizes that both individuals and businesses can utilize this payment method. The introduction of the DEAN is closely linked to the development of the digital euro. The digital euro is expected to function as a cashless means of payment and is likely to revolutionize the way transactions are conducted.

The ECB has already announced that the DEAN will be available to all users who utilize the digital euro. The DEAN will not only simplify account identification but also enhance the security of transactions. The check digits and structure of the DEAN are designed to minimize input errors and ensure the integrity of payments. This could be particularly significant in light of the increasing digitization of payment transactions. The introduction of the digital euro and the DEAN is expected to occur gradually over the coming years.

The ECB plans to establish the DEAN as the standard for all online payments within the framework of the digital euro. The ECB has announced that the first tests with the digital euro and the DEAN are set to begin in 2027.
